Yes you can. Yes the data is distributed, during the deletion of a
volume.

If MaxDB 7.6 is used you can add/delete volumes using DBMGUI
(->Instance->Configuration->Volumes) or dbmcli (db_addvolume,
db_deletevolume). You can add and delete volumes in database state
ONLINE.

I can create the following:

200,000 File D
200,000 File E
200,000 File F

And then delete Files A, B and C?

When I go to delete A, B and C will MaxDB automatically migrate the data
from those volumes to D, E and F?

Is there anyway to increase the size of the current data volumes?  I
know I can add new volumes and adjust the size of the news ones, but I
can't resize the current "in use" volumes.  Is there an issue with
having many small data volumes, or is it better to have fewer larger
volumes?  Are there any White Papers on the subject? Is it bad to mix
the size of the data volumes?
