Can't you just set up a link to a particular folder in your 
Dropbox and make that link "public" so others can access its contents?

That way its contents are read-only, yet we could all access it 
as needed, and it would be trivial for you to update it.

I'm not sure I see that much of an advantage over a regular 
website URL, however, except that this might be easier for 
pre-release material that gets updated often.
