Susan,

We tried Guided Access with similar results and moved to Apple
Configurator (you need a Mac to run this software).

We had over 400 devices using Apple Configurator and sometimes they get
stuck displaying a "guided access not available contact administrator²
error message.  Some times if you let the device go to sleep for a while
and wake it the error clears others you have to connect it to the ad min
computer to reset it.

With our newest set of 20 devices we have moved to using Apple¹s Device
Deployment Program, Volume Purchasing Programing, and Cisco¹s Meraki
Mobile Device Management system.  All are free and web-based. We¹ve only
been using it 5 months so we are still evaluating the system. It is nice
in that you can remote set-up devices all the same, then as soon as they
are connected to a network the settings are installed.
