It has been my experience that content production rarely occurs within IT.  
Typically, the content-producing areas (education, curatorial, conservation, 
etc.) have representatives that report in a dotted-line fashion to the project 
manager, who usually sits in IT, on a project-by-project basis.  That's not 
always the easiest structure to maintain, of course.  It does, however, help to 
integrate your projects into the organization as a whole--I tend to think that 
developing a parallel content-production group within IT that mirrors expertise 
that already exists elsewhere in the organization tends, over time, to 
segregate your projects from the rest of that organization.

Would anyone on the list be willing to share information regarding where your 
Digital Projects/Digital Initiatives areas fit within your organizational 
structure?  We are trying to determine if content-producing areas (sometimes 
called Digital Projects/Initiatives, Online Access, etc.) are typically housed 
within the IT department, collection/curatorial department, or elsewhere.  Are 
there any institutions that have content-based web departments outside of IT?
