Our web team is formally within our Learning and Interpretation Division. I think it is vital that web teams lie outside IT departments as they need to deal with content in a way other IT functions do not. Having said that it is very important to maintain a very good working relationship. I think the function might also lie within a curatorial department but my own preference is that it does not lie within a marketing area where the here and now is likely to win over the longterm and where there is generally little thought for using all opportunities to build content.
