You can use a special plastic/cardboard ring ("was" standard issue 
with "some" CD players in the early 90's)... this allows the smaller CDs to
sit inside.  Unfortunately it's been a long time since I've seen one of these
with a new CD player (and no ... you can't have mine <grin>)

PS:  I would think that casing a 8cm CD in packaging other then
the standard casing would be difficult.  I have about 20 8cm CD singles
most come in a flexible hard plastic sleave ... then enclosed in cardboard,
except the Japanese imports, these have some really nice little flip cases.
