If you want to have a kiosk, don’t waste time doing it yourself. I implemented 
this solution for one customer and they were more than happy!

You have two options:

 

*        Assigned Access, a feature of Windows 8.1 that allows you to configure 
a user to run a specific app and nothing but that app.  You can use this with 
one of the “kiosk” browsers available in the Windows Store.

*        For more advanced scenarios, you can use Windows Embedded 8.1 
Industry.  This provides more capabilities over and above what is possible 
using just Assigned Access.

Uh Google-fu shows that if you replace Windows Explorer with another Shell you 
can yhen remove the Taskbar. But Ctrl+Shift+Esc would still work to access the 
Task Manager. But that can be disabled, too.
