Tried a B&C straight on 1607 first, unfortunately it gave me the odd behavior of file explorer crashing whenever I try pathing to a location such as C:\ProgramData. Tried it on both VSphere and VMWorkstation with both producing the same results. Since this is crashing when it's still in the capture state, I decided to use my existing snapshot and run the upgrade. The File Explorer crash does not happen if I apply the update instead. But, the new problem occurs where I can't seal anymore.

Like Daniel said, set up a B&C sequence and just start with the 1607 as your source. I would take the time to setup a build and capture TS so you won't run into issues like this. We have a golden image that we open, and modify as necessary. We've updated it with the Anniversary Update. However, when we click on "Resume Task Sequence," to seal the image. Nothing happens.
