Executive Summary

For more than half a century, the context in which public transport
operated was suburbanization. But recently, that has begun to change.
Urban downtowns are reviving, and new towns are being built to traditional
patterns. Not only can streetcars serve these non-suburban areas, they
need streetcars in order to flourish.

Streetcars -- which we define as rail transit vehicles designed for local
transportation, powered by electricity received from an overhead wire --
differ from both buses and Light Rail. Streetcars can be modern, Vintage
(antique) or Heritage reproduction) vehicles. All around the country,
cities are building new streetcar lines. The most successful are tied in
closelywith the local transit system.

Construction costs for streetcar lines vary widely, although operating
costs are almost always low. In general, construction of a streetcar line
should cost less than $10 million per mile, one-half the "should cost"
figure of Light Rail.

Three case studies look in detail at three streetcar lines with varying
characteristics: the McKinney Avenue line in Dallas, which is operated
almost entirely with volunteer labor; Memphis, Tennessee, which like
Dallas uses Vintage streetcars but is operated by transit system personnel
and serves as a precursor to Light Rail; and Portland, Oregon, the first
streetcar line built in the U.S. since World War II that uses modern
equipment.

In its conclusion, the study notes that some form of streetcar line is
possible in any city or town. The appendices offer some practical steps
and sources of help in undertaking a streetcar line project.

As the Democrats took control of the House of Representatives and were on
the verge of taking over the Senate, George W. Bush announced Wednesday
that Donald Rumsfeld was out and Robert Gates was in as Secretary of
Defense. When Bush is being run out of town, he knows how to get out in
the front of the crowd and make it look like he's leading the parade. The
Rumsfeld-Gates swap is a classic example.

<snip>

Rumsfeld had come under fire from many quarters, not the least of which
was a gaggle of military officers who had been clamoring for his
resignation. Bush said he decided to oust Rumsfeld before Tuesday's voting
but lied to reporters so it wouldn't affect the election. Putting aside
the incredulity of that claim, Bush likely waited to see if there would be
a changing of the legislative guard before giving Rumsfeld his walking
papers. If the GOP had retained control of Congress, Bush would probably
have retained Rumsfeld. But in hindsight, Bush has to wish he had ejected
Rumsfeld before the election to demonstrate a new direction in the Iraq
war to angry voters.

<snip>

Although intending to signal a new direction in Iraq with his nomination
of Gates to replace Rumsfeld, Bush has no intention of leaving Iraq. He is
building huge permanent U.S. military bases there. Gates at the helm of
the Defense Department, Bush said, "can help make the necessary
adjustments in our approach." Bush hopes he can bring congressional
Democrats on board by convincing them he will simply fight a smarter war.

But this war can never get smarter. Nearly 3,000 American soldiers and
more than 650,000 Iraqi civilians have died and tens of thousands have
been wounded. Our national debt has skyrocketed with the billions Bush has
pumped into the war. Now that there is a new day in Congress, there must
be a new push to end the war. That means a demand that Congress cut off
its funds.

[JURIST] The New York-based Center for Constitutional Rights (CCR)
[advocacy website] announced [press release] Thursday that a coalition of
US and international human rights groups plan to file a war crimes lawsuit
against outgoing US Secretary of Defense Donald Rumsfeld [official
profile] after his resignation Wednesday. Rumsfeld enjoys statutory
immunity in the United States and so CCR, the National Lawyers Guild, the
International Federation of Human Rights [advocacy websites] and others
will file the complaint in Germany under that country's universal
jurisdiction [AI backgrounder] law. CCR hailed Rumsfeld's resignation
[JURIST report] as "a first step toward accountability," saying that
"under Donald Rumsfeld's direction - often under his direct orders - the
Department of Defense adopted the practices of torture and indefinite
detention that CCR is currently challenging in many court cases."

HOW CONVENIENT for Saddam Hussein to be convicted two days before the
midterm election by a United States-selected and directed court providing
President Bush with his much needed November surprise. How irresponsible
for the mass media to neglect to point out that the "crimes against
humanity" for which Hussein was convicted occurred 15 months before Donald
Rumsfeld, then the special envoy to Iraq, met with Hussein in Baghdad to
develop an alliance between the Reagan administration and that of the
murderous Iraqi dictator.

The record of that trip, an enormous stain on our nation's human-rights
record, is detailed in State Department memoranda readily available on the
Internet. Rumsfeld journeyed to Baghdad as President Ronald Reagan's
special envoy after the bloody crackdown in the town of Dujail.
Ironically, Hussein's terror campaign was a response to an assassination
attempt on his life by Shiite militants belonging to the party now in
power in Baghdad thanks to President Bush's invasion.

<snip>

Rumsfeld met with Hussein in December 1983 and returned again on March 24,
1984 -- the very same day the United Nations released a report that Iraq
had committed war crimes by using mustard gas and tabun nerve agent
against Iranian troops. "American diplomats pronounce themselves satisfied
with Iraq and the United States, and suggest that normal diplomatic ties
have been established in all but name," the New York Times reported five
days later.

Israelis must learn from US voters
<http://theseoultimes.com/ST/?url=/ST/db/read.php?idx=4345>

DUBAI(WAM) It is time the Israelis learn something from the American
electorate and they must turn their backs on Olmert, Lieberman and all to
achieve a just and peaceful settlement, the UAE press commented on Nov,10.

"'If only one lesson can be learnt from the United States' blunders in
Iraq and the subsequent fall of Secretary of Defence Donald Rumsfeld, it
would be that might cannot always achieve peace and stability, wrote the
Gulf News.

The Israelis, the Dubai-based Daily said, had tried this repeatedly and
failed. But they never seemed to have learnt anything. Their defeat in
Lebanon was the latest example.

'"Now they are trying the same in Gaza, hoping to overturn the popular
will that brought Hamas to power. But they just cannot. The Palestinian
question, central to any regional settlement, cannot be addressed by
bullying an entire nation into submission,"'the paper remarked in a
comment entitled "'Israelis must learn from US voters.

Defense Secretary Nominee Robert Gates Tied to Iran-Contra Scandal and the
Secret Arming of Saddam Hussein

Democracy Now - President Bush nominated former CIA director Robert Gates
on Wednesday to replace Donald Rumsfeld as Secretary of Defense. We take a
look at Gates' role at the CIA in connection to the Iran-Contra scandal
and the secret arming of Saddam Hussein with former CIA analyst Mel
Goodman, who testified before the Senate in 1991 against the nomination of
Gates as CIA director, and investigative journalist Bob Parry who helped
expose Iran-Contra.

Rumsfeld's resignation may signal a referendum on Guantanamo
By Carol Rosenberg
McClatchy Newspapers
(MCT)
<http://www.mercurynews.com/mld/mercurynews/news/politics/15963838.htm>

>From his perch at the Pentagon, Secretary of Defense Donald Rumsfeld had
an intimate, early interest in the creation of the offshore prison for
terror suspects at Guantanamo Bay, Cuba.

With a stroke of his pen, he approved, temporarily, the harshest of
interrogation tactics used there and was an outspoken advocate of the U.S.
policy of indefinite detention without civilian court review. He even
traveled here two years ago to promote the detention policy at the Greater
Miami Chamber of Commerce.

Now, analysts say, his resignation offers the Bush administration a chance
to rethink the controversial policies that have earned the United States
international condemnation.

``It has become such a bad example of a lot of things - the military
generally, bad planning, lack of foresight and the specific intention to
abuse people,'' said retired Rear Adm. John Hutson, now dean of the
Franklin Pierce Law Center in Concord, N.H.

``The United States tried to create a prison where no law touched; I think
it Rumsfeld's resignation presents the opportunity to close it.''
