Dictionary access is another "perk" for super users!  

IT has access to all dictionaries; within each department, managers,
directors and super users have access to module-specific dictionaries.
I love the "last edited by" field that is in some dictionaries and
routines and I wish Meditech would add that to ALL E/E screens.
