Here's what I got off the web:

Answer

http://www.ssa.gov/

The following is general information about Social Security numbers and a
list which indicates the State and its corresponding three digits used
by Social Security when assigning Social Security numbers.

The first three digits of a Social Security number currently show the
number holder's home State at the time the number was issued. The
remaining digits have no special meaning.

Before 1973, Social Security numbers were assigned in our Social
Security offices. A person's Social Security number did not establish
that he or she was a resident of the State to which the first three
digits were assigned; it established that the card was issued in one of
our offices in that State.

We now issue Social Security numbers in our central office. The first
three digits of a person's Social Security number are determined by the
ZIP Code of the mailing address shown on the application for a Social
Security number.

The following chart shows where the first three digits of the Social
Security numbers are assigned throughout the United States and its
possessions.
