Chris, If the restriction is related to a particular appointment type (don't know what your query pertains to ) rather than using a rule, you might look into creating a Start Time restriction in the Appointment Type Dictionary. If it's more resource-related, you could create a SCH Profile within the Resource to exclude certain appointment types for those time periods.
