Meditech's dictionary (and non dictionary) lookup program is built to
allow you to create new entries if the second letter of the ID argument
is "A".

 

The EDIT.ATTRIBUTES screen translator won't let you change the ID
argument to have an A as the second letter.

 

With certain ID programs you'd be able to create new records in the
database if the ID.ARG was set to "BA", so they block that.

Second letter A, Accept new entries, R, reject new entries

 

So BR is both active and inactive, reject new entries.
