I'm not sure in what context you are using the first macro.
However, if you are doing a selection on your /PROC list, you can simply do a procedure LI /PROC (substitute "procedure" for whatever your procedure field is). This hardcodes your report to always select records where the procedure matches what's in your list. If you want that list to be modifyable, then you will need to preload using a title macro.
