Honestly, I've always been a little confused by the need for a
Community forum. I understood it in maemo.org, but it was initially
intended to be a place for the Council to communicate with the
community and vice versa. Now, it contains any number of
community-related issues that could be discussed in any number of
other subfora.
Personally, I like the mailing list for "Community Infrastructure" (as
Dawn put it. That makes more sense to me.
After all, isn't the entire meego.com framework the Community?
If we were to have a Community forum, I would prefer it be for
anouncements, guides on using the forum, and a place to raise and answer
questions about the project as a whole. Like you said, "a place for the
council to communicate the the community and vice versa"
A mailing list is also fine with me.
Last but not least, I do like the idea of design, competitors and off
topic forums. Maybe there is a way to group them together and have it
make sense? I do not like the term "other" on a forum. It seems lazy and
confusing.
The Design forum seems to have made a major impact on talk.maemo.org.
It is a good place (as good as app or core development) for people to
request design help, post design work, etc. I think it is important.
(But, then again, I am a designer.)
Likewise, an Off Topic forum, in my experience as a community manager,
is healthy for any online Community. People need a place to chat, play
forum games, and talk about things that don't relate to the
overarching framework.
Since that only leave Competitors, then it is logical that it needs
its own forum. But, I could be argued into combining it with Off Topic.

I can also submit to competitors being rolled into the off topic forum
as long as people realize that it is not a taboo subject. This would
leave design and off topic as top level forums.
One thing I would like to mention before I forget. I think that guest
should be able to use the search function as long as it is not a
security problem. I know this is off topic, but I can't think of
anywhere to put it right now.
