The core widget toolkit used by some applications and the shell itself is MX, which uses Clutter, which is a OpenGL toolkit. Intel GPUs are entirely open, ATI/AMD have open drivers, and there are reverse-engineered nVidia (which are work in progress I agree). Anyway, the vast majority of netbooks use Intel GPUs (945 or 965) which works very well with Clutter.
