The question is:
* Is the project distributed under a free software license?
* Does it serve a useful purpose without recourse to proprietary tools?

If so, then it's free software. If you can use the same package to build
(say) a Windows installer and a Linux package, but the Windows installer
needs system DLLS to do its thing, can you by-pass that to build the
Linux package you want? If so, to me it's just two different back-ends,
and as long as the one you're interested in works with free tools, I see
no moral conflict.
