As a developer, I disagree completely. Popularity is one of the factors to be considered. Knowing that a lot of people are being inconvenienced by a bug or it is affecting a lot of people's perceptions of the quality of my product is one of the important factors in setting priority, along with others that you mention. Setting bug priorities has never been (and never will be) a purely technical issue. For good reasons. And, in any case, votes are purely informative -- they don't change the priority, just provide more information, allowing you to change a priority if you wish to. If you don't allow voting then users will achieve the same objective by adding a lot of "me too" comments to each bug -- making the comments much less useful. Voting is a lot more efficient, and can also be easily incorporated into reports.
