Very true, thanks Graham, but even more importantly, adding votes
ensures follow-up from the community. As people add their votes (which
are a finite number), they have to make very conscious choices about
which bugs they wish to vote for. They get automatically added to the
CC list.

Because the number of votes are finite (and the number of votes per
bug category is even more limited), this ensures that people will keep
looking at, and follow-up regularly on bugs that may stagnate
sometimes.

The amount of noise for everyone is minimal (as outlined above by
Graham, having "me too" comments really destroys the usability of
Bugzilla).
