And why's that? At least on the handheld front the MeeGo and Symbian teams both need a browser and Fennec for Symbian is nowhere on the horizon. Arora's GUI needs a few tweaks, but besides that Arora is quite capable already. That said, nobody is suggesting to disallow optional installation of other browsers.
