As pointed out, there will be many different places. Each repository has its 
own rules.
I would guess that as you are keeping the source closed, a company app store 
(like Intel AppUp or Ovi store) would be the right place.

The intention is to move the community applications to a more community 
controlled model. The initial Garage is there to provide a location for users 
to try popular open source applications.

The working assumption with the Community repository is that applications there 
should be open source. MeeGo itself is an open source project, so the community 
repository being open feels right. Naturally that reasoning can be discussed.
