OSPM stands for OS power management and is an ACPI term. Linux including MeeGo support this just fine for netbooks (the target for the 1.0 release) and various other pc-like platforms.... This is all the power management Moblin 2.0 and 2.1 ever had... so you're not very specific about what is supposedly missing...
