MeeGo does not require libVA to be present; however it allows
libVA to be used as implementation for some of the hw acceleration
tasks.
Some platforms (certain Intel ones) will use libVA for this
purpose. But others will not.
@Arjan : I have checked in Intel Atom based handset(Moorestown).
I couldn'd find packages for libVA in pkgs.txt, and
even couldn'd find libVA.h file.

if Moorestown will end up using libVA then it'll be there once
accelerated video playback gets integrated.
in general, libVA.h would not be installed; that's not something
applications would use (not even for building!)
applications need to use the gstreamer framework (either direct or via
the convenient Qt wrapper).. not libVA directly.
Arjan is correct and although video playback has not been integrated at
this time, libVa has been added in the latest images for moorsetown.
