I'd recommend a mini-itx board with an intel atom. Just make sure it's
not an ION board.

Add two sticks of DDR2 800mhz ~ 90 pounds. And maybe a case or just
reuse an old ATX case and PSU.

That'll be the simplest way of doing it.
