you're asking about translated content, so, yeah, that's what the l10n list is for.

merge times for translations vary, and can be up to months. We're working on
making this happen faster.

packages are built only after the developer pushes a build to the system,
there is no involvement from translators here. However, you can deploy the
translation on a test box without that.

How do i change the version number of packages if i add translation by
myself?

you do not, this is done automatically by the build system.
