Yes, there are definitely two distinct audiences.  They
don't completely divide out since in the end the API/ABI
set is the same, the device acting as the producer and the
app as the consumer. But I bet we can do better at
keeping things clear when there is a logical distinction.

There are also two somewhat distinct environments being
discussed, there's the run-time environment and there's
the installation-time environment and it's worth making
more clear there's a separation here as well.
