Nothing forces "real" apps to depend on Extras/Surrounds. If they do then they can be part of the community team offering security support.
if apps can depend on Extras being there, suddenly the OS size for the device becomes much bigger. Not the amount present at ship time, but the amount the OEM needs to reserve for the OS... because now that's no longer as well known or bounded.
Isn't this the job of the installer tool ... calculate free disk(-ish) and subtract size of pkg+dependencies? That doesn't seem a much bigger problem than "calculate free disk(-ish) and subtract size of pkg with no deps"
