Nothing forces "real" apps to depend on Extras/Surrounds. If they do
then they can be part of the community team offering security support.

Isn't this the job of the installer tool ... calculate free disk(-ish)
and subtract size of pkg+dependencies?

no it's the problem for the OEM, how much flash he needs to put on the
device for his customer to be able to install "100 appstore apps".
(where "100" is a random number I picked, but it's a number that
normally comes from the marketing dept).
if each of those 100 pulls in a bunch of stuff from Extras... suddenly
that's a very different number for the core OS
