I wouldn't worry about it. You should have as much government as you need, and no more. Having people pass on hardware falls clearly into the "create social norms and expectations" category, and outside "have rules and process". We need only document the expectation: "If you get hardware through the device program and find you have no use for it, we encourage you to pass it on to someone else who can make better use of it". And you're done.
