The idea is to use server information to update the application traffic? Some cities already have traffic information uploaded to google maps, maybe you can just use this information instead of creating a new track. Do you think that someone wants to share their location every time? Don't you think this is an private information that should be shared only to those who are friends. There are some security issues related on that. The sever capability is another problem, you need to specify how often the data should be sent to the server, how much information is sent to the server and what the server will do with the information.
