If "no" -- then that's the problem.

you can never use a kernel-headers package for building kernel modules of any shape or flavor...

since these are the headers for glibc, they're not the kernel sources needed for kernel modules.
(and never were).

kernel-XXX-devel is used for making out-of-tree modules. Thanks to you and Carsten for pointing out my error.
