Well, a good start would be to identify those core components that are (heavily) invested in X11. Ideally, you want to start porting those to Wayland ASAP. Either have a wiki page for such overview or report bugs for each affected component, IMO. Such bugs should have a common keyword or whiteboard tag, but wiki page is easier for tracking the overall progress, perhaps.
