I don't know the internal Nokia culture, nor do I have any power to yield to increase pressure further up the food chain, but IME a well argued and consistent pressure *internally* is often more successful than one would think. Nokia have bought into the MeeGo vision, I think there's a strong role for the "foot soldiers" in pointing out to their management and other teams what that means in terms of internal practices. Not that that makes your life any easier in the short run, but it *can* be sold on reducing costs, and increasing external participation. If there's a set of open bugs, visible externally, you've got a greater chance of someone else picking it up to fix it - if it's low priority for your internal folk.
