As far as I know the computer does not control the fuel pump. But the
factory has loom did have a fuel pump timer hanging off it. If you are
using this timer you may have mixed up the wires. It sounds like you
have the output of the relay going to the switch side of the realy
meaning once it is on then it stays on. Your power thing sounds like
that you have power feeding back through something, i.e. you have
spliced a wire that is connected to something the gets battery after you
switch on and everything is feeding from that.
