Maybe just the limitations of the ignition system. Usually an L-series dizzy
will become a bit 'jiggly' at those sort of rpm, i.e. the advance becomes unstable
( generally tends toward less advance, which is fortunate ). To get really screaming
rpm in an L4 you might need to go to crank-fire ignition, as even the S2 Bluebird
ignition relies on the dizzy/oil pump shaft to spin it.
Sounds like your plugs just aren't getting enough juice to burn the intake charge
properly - the energy-per-spark from your coil also suffers at really high rpm.
Since your tach runs from the coil, the odd tach behaviour points to an ignition
problem.

I'd check everything from coil wiring to spark plugs looking for a weak point.
