The ultimate is to remove the complete dash assembly by unscrewing it from
the fire wall, then repairing or replacing the bits that dont work. You need
the windscreen out to do this.
Your problem sounds like your moving parts have seized and the cables that
operate them have simply bent. Check your cables from their dash levers to
their operating equipment. Unsieze by lubing and straighten any bent cables.
It shouldn't take more than a couple of hours, working upside down under the
dash. Remove the whole heater assembly if necessary to get to the other
bits. While the heater is out, check if the tap is seized, replace it if it
is. If your heater radiator is showing signs of leaking, most do at this
age, you can replace it. Cost is about $90 for a new core.
