Rust converters are phosphoric acid based and change iron oxide to a
protective barrier of iron phosphate! The phosphate is fragile and needs
protective,
Zinc based paint over the top wont hurt in case any scratches occur

isnt the rust converter stuff a type of sacrificing protector (in the 
same way as the zinc paint), therefore wouldn't really be an 
insulator?? andrew
