Andrew,
I think you are correct, change over to local assembly happened in late '69
or early 1970, I think. There were some late 69 models built in Japan
exported to Oz with parallel wipers, (All '68 ones have cross over wipers).
You can check the country of build by reading the body Id plate on the LH
strut tower. The last line tells you where the body was built.
