aftermarket computer

I heard a rumour today that fitting an aftermarket engine management system is illegal and makes your car unroadworthy is there any truth to this rumour? or was the guy just talking out the wrong oriface?   also just a quick question on brake boosters I'm not happy with the brakes on my daily driver 120Y and I was thinking rather than replacing the brakes with upgraded versions that maybe a brake booster would be suffcient?
