The low beam and high beam should be pointing in different directions, due 
to the placement of the filaments inside the lights.  Also your high beam 
is more powerful and has a wider beam.  You should be able to see heaps 
better when driving on high beams.  The low beam would just shine on areas 
your high beam already shines on and would just consume 9-10 Amps more current.
