it has nothing to do with that
if the engine was available post 84(?) as an unleaded engine, then thats how they want it set up. as if u went to the car yard, post 84, and bought it the way u want to register it
japan introduced unleaded a few (?) years before us
 
if i bought the engine from mars they would still want it to comply with post 84 laws

But it depends on which country the engine came from.  When did Japan stop making leaded engines?

    this is my point
    if u have and unleaded engine they want every thing to be like it came as unleaded from the factory
    if its a post 84(or what every it is) engine then everything has to suit that engine, not the car

    Yep sounds good, but one could argue that mine came from the factory with no
    cat and a leaded fuel filler....And still exceeds the requirements for a
    vehicle of that year.

    But them's the rules for each state.
