So if a 1600 came out without
retractable seatbelts does that mean legally you can use
harness'???????

Can you get a welded in 6-point cage regoed?
I got an
Engineers certificate for my car - with 6 point bolt-in cage, but with the
stipulation that the front legs and header bar be removed for driving on the
road.
Since you can't remove the front legs of a welded 6-point without
making it a 4-point, you probably won't be able to get it fully
registered!
Also you can't legally use harnesses on a car that came
with retractable belts.
WHY OH WHY
I'd much rather take my chances
in a crash with a cage and harnesses than without.
