hi, are  u having problems ? if not dont worry about it.
is it just a observation u made?
 i dont know what condition your battery is in,  but starter motors draw a
couple of hundred amps to turn over under load.
the voltage shouldnt  really be that low when cranking .
try reading the voltage   ACROSS the battery and see what voltage u get
then..
