Robbie, Have the electrics especially around the coil been pulled apart lately?
Do you have a Dwell/Tacho to check that the switching circuits are OK (points, condenser etc)? Your problem does sound like may be the ballast resister isn't either in one piece or wired up correctly. To Test: Pull the solenoid activate wire off so you don't crank the engine and run the battery down while testing the ignition circuits. With ignition ON, check that you have voltage at the +ve terminal on the coil. While you've got the test light or meter out, turn the key to the START position and make sure you still have voltage at the coil. If it all checks out OK, re-fit the solenoid wire back on and look for another reason why for the no start condition.
