The power doesnt drop, but the volume ratio of burnt gases to fresh mixture
gas is 70% of the original so money would be better spent on inlet if the
exhaust signifcantly exceeded inlet. At Higher RPM the exhaust ratio needs
to be higher to allow the engine to scavenge properly due to friction
losses.

Out of curiosity, does power drop if the exhaust port flow goes above
70% of inlet flow? Or do you mean that if the exhaust port flow is
higher than 70% of the inlet flow then money is better spent on the
inlet?
