The power doesnt drop, but the volume ratio of burnt gases to fresh mixture gas is 70% of the original so money would be better spent on inlet if the exhaust signifcantly exceeded inlet. At Higher RPM the exhaust ratio needs to be higher to allow the engine to scavenge properly due to friction losses.
