the ballast resistor is shorted out when the engine is cranking over, so the
coil gets a full 12 volts or so.
when u let go of ignition key, the current flows  back thru resistor, to
coil.
cause when the car is running  the  coil can actually run the  engine with
less voltage, the ballast drops voltage down a  few volts.

thats why some time as u carnk a engine over, it will start , then wen u let
go of key it will stall,  due to a open ballast.
