I'd go with the L18 block with L20b head and throw
the pulsar turbo system back in the corner and get yourself a T25, T25g T28 or
T3 turbo. If you have a T2 turbo off the exa it is too small even for the 1.5lt
it came off, so would really struggle on anything bigger.
Making a manifold is a bit of work, but I recently
made one out of steam pipe bends using just an angle grinder and a mig welder.
You would have to source your own flange to bolt to the head, and also for the
turbo. It's time consuming but not impossible. Ring around some local metal
manufacturers and see what you can get. Steam pipe bends cost me about $6 each,
but they come in all shapes and sizes.
Your easiest shot though, is to get ahold of a Z18t
or other similar turbo engine, drop it in and hook that up.

I have spare, good condition L16, L18 and L20B
engines lying around plus a complete Pulsar Exa turbo system with airbox (flap
thingy inside). Is it worth building some kind of turbo motor for my 510/1600
out of these parts and if so, what combination? I'm handy with a MIG welder so
fabricating manifolds shouldn't be a problem.

They have much larger combustion chambers than
an L16.
