Jeff, OK, second option is usually change (or pull apart & fix) the headlight switch. It's got a bunch of little copper tags and ball bearings in it and they gum up over time. Chances of getting 2 dead relays are low imho. Or, you could borrow a known good relay - wonderful things electrons in a 35 yo car.

There are at least two types - pre~70 (flat type) and '70+ (box type).
