FWIW, ConnMan isn't a 'tizen part' - I think after all the
distribution flip-flopping Intel OTC decided to go for the sane path
and have a seperate community for their various components that have
use in other distros. See http://01.org - connman and ofono is part
there.

That said, can somebody please deliver me a list of build/runtime
dependencies for NetworkManager on top of Mer Core and footprint
information?

Architectural decisions should be based on actual data if possible.
It's my personal opinion that it's difficult to compete with ConnMan
in mobile OS context in these areas, but I'd like to be proven wrong
too - so let's get this properly evaluated.

Keep in mind that Mer is done in such a way that if you'd like to
derive Mer and build your own with some architectural changes, you are
more than able to do so and we even encourage it and try to make it
easier. It's difficult to do one-size-fits-all in mobile cores - and
we don't want to include the kitchen sink either, so there's a
delicate balance.
