I don't think so. I doubt any 1.9 compatibility work will be started
before Merb 1.0 release (at MerbCamp this October).
So 1.8 is a way to go for now.

JRuby has a blocker that prevents Merb from running:
http://jira.codehaus.org/browse/JRUBY-2980

Charles Nutter said on JRuby users mailing list that it is considered
a JRuby problem and will be fixed in JRuby.
